In 2003, Lockett launched the PACT Urban Peace Program, envisioning an initiative that would address the root causes of violence rather than merely its symptoms. The PACT acronym stands for Participation, Acknowledgement, Commitment and Transformation.  The organization’s programs are designed to empower youth, build community resilience, and encouraging meaningful connections among residents.
